AltarianPopulationBonus=Off

My Colony's(Altarian) does not get the population bonus that im supposed to get.
Level 20 Colony Hub=20
Level 20 Colony Q.  =100+20
Level 6x3 Colony Q.=90+18
                                =248-38=210
The real population is supposed to be 248.

actually  one  colony Q  gives only 1 population bonus,no matter which level it is at.......but there still might be bugs, we will take a look
