There are two things I want to address in this long post (sorry about that). First is how the Seeker bonus is displayed and if that is what it really should be, or if it should be 10% or how it's currently working. The second is about a Commander's base level (pre-equipment and extra level points) Ingenuity stat.
Seeker Bonus
First off the claimed +10% bonus to armor modules for Seekers does not appear correct. First the display for each armor mod shows a claimed +50%, so Armor Plating is 10%+5%+X%. Where X% is the sum of Strengthen Armor+ Operation Systems applied to the mod. For instance I have AP 4 and was OS 3 which meant a boost of 30%+40%=70% to the armor mod's % which for AP is 10% or 10%*70%=7%. However, the 5% is confusing since it is not what really comes out when you put it on any ship, heck it isn't even the claimed 10%. The value instead appears to be (Mod's %)^2*0.5;0(ie the displayed 5% is then applied a second time to 10% before being applied to the ship's base armor. This means Armor Plating only gets 0.5% (less then stated Seeker +10%), Energized Plating gets 2% (what it should be) and Heavy Armor gets 4.5% (greater then). This works out higher then the originally stated 10%, though not by much.
To illustrate:
No techs or reinforcement considered.

If what is displayed were correct, then it would be 10%+5% on Armor Plating, or
1000 + 10% * 1000 + 5% * 1000 = 1000 + 100 + 50 = 1150
2)
While if it were the proclaimed 10% bonus to armor mod it would be 10%+1%
1000 + 10% * 1000 + 1% * 1000 = 1110
3)
Instead it really is 10%+(10%)^2*0.5 or 10%+0.5% which is:
1000 + 10% * 1000 + 0.5% * 1000 = 1105
Again as mentioned it is case 3 above that is the valid case that I have found. If this is really how the bonus is supposed to be, then it just would be nice to see that displayed values properly reflect it (ie show it as 0.5% instead of 5%). If it's really supposed to be +10%, then I think this may cause Seekers to loose some benefits military wise that they currently hold. Though not sure how much it impacts given how massive the commander boosts appear to be.
Base Ingenuity
I was curious to see how much of an impact Ingenuity provides us and found out two things, first it appears level impacts your ship armor (very nice thing to see) and second, only equipment and added points to ingenuity affect armor.
A more descriptive example I hope. Commander 1 and Commander 2 have the same stars, the same level, same equipment and have distributed all their leveling points the exact same way (we'll claim in Charisma). They even get the same free points from leveling in all but Ingenuity where Commander 2 has been lucky and gotten say 5 more over say 30 levels. The two commanders would then field ships with the exact same armor value since they have the same equipment and manual point distribution, despite Commander 2 having more Ingenuity thanks to gaining 5 free extra points with leveling.
If comm 1 gained say 15 Ing over 30 levels, it would mean comm 2 gained 20 Ing. Add to that what ever points they manually distributed (which does boost armor)
and equipment Ing (again does boost armor), but even then Comm 2 still will field ships with the same armor.
Another way: Say they distributed 10 points to Ing, and have equipment giving another 25 points. Now if Comm 1 gained say 15 just from leveling up, Comm 2 would then have 20. So
Comm Ing = free + skill_pts + equip_pts
Comm 1 Ing = 15 + 10 + 25 = 50
Comm 2 Ing = 20 + 10 + 25 = 55
