I liked the idea to have a common enemy per system, like pirates, aliens, Capella, whatever pop up.: o5 Z* S0 |. s$ P! p; w4 G+ g
But perhaps as part of the storyline you could put an in game enemy, like the pirate alliance that attacks the players and try to take the trade post to became the planet overlord. So, we could attack the pirates instead of other alliances.

So, a story for each planet/faction seems a good idea, then an enemy per system, so we can have an enemy overlord to take down.; m6 r$ ~& a' H
Quests for the races sounds good, but they are like missing scients, missing ship, collect resources, famines, security or defend. But you can add a planet competition against the new pirates or aliens, perhaps increase the value for trade posts as because of the new quest to destroy trade posts, there is no reason to hold them unless for competition.
